History

The Association was formed on 13th day of June, 1948 with its erstwhile name under the Presidentship of Late Fakhruddin Ali Ahmed and Late K. Bora as its Secretary. The first meeting of the Association was held on 13.06.1948 attended by twenty nine leading Advocates of Gauhati who unanimously resolved to form this Association and constituted an Executive Committee amongst the Advocates present, to manage the affairs of the Association. Thereafter many renowned Advocates graced the Association and served for the benefit of the Association in the capacity of President and Secretary and as Executive Committee members.

The Association is proud of the fact that its First President Late Fakaruddin Ali Ahmed became the 5th President of India. He also adorned the offices of Central Cabinet Minister, Minister of State to the Govt. of Assam and the Advocate General of Assam.

Archival Records of History

The Association has preserved records, including minutes and correspondences going back to 1948. Much of these materials are rich in information and will be of immense value to those interested in history of Gauhati High Court and the legal system in North East India as well.

The names that features in the minutes of the proceedings of the Association are quite literally a Roll of Honour. The photo gallery places the copy of the Minute of first meeting held on 13.06.1948 and a copy of Vakalatnama which dates back to 1948.

Sense of Belonging

The Association aptly claims as its own all Judges of the Gauhati High Court whether or not they were members of our Association. Several sitting Judges of the Gauhati High Court were members of the Association till their elevation to the Bench. Among them in recent times:

The Association has its Constitution with a set of Rules governing election, conduct & discipline of members, employees’ service rules, lawyers’ benevolent fund and welfare fund, etc.

Membership

Membership and Premises

Membership to the Gauhati High Court Bar Association is open to all those who practice or intent to practice as an Advocate at the Gauhati High Court. Applicants are admitted as members after personal interview and after undergoing workshops regularly arranged by the Association. Besides other amenitirs, the members are given the privileged right to vote and stand for election to the Executive Committee of the Association.

The Association functions from its Office situated in one part of the Library and within its premises have seven numbers of common rooms for the member Advocates. Five of the common rooms are at the Ground Floor of the High Court Building and two of them at the Ground Floor of the Annex High Court Building.

Limited food counters serve beverages and refreshments. Pay-per-use fax, Online Judgment system is available. Designated area in the Association premise is available for holding client conference. Within its premises the Association has photocopying facility and vendors selling law books of varied categories besides stamps and other postal stationeries.

Library

Association Library is well equipped with large number of Commentary books, Law Reports, Dictionaries, Bare Acts and other reference books for the benefit of its members. The Library prestigiously own some of the famous Reports – All England Law Reports, United States Supreme Court Reports, The English and Empire Digest, besides thirty other Law Reports published from India covering subjects of Taxation, Criminal, Civil, Labour Laws, Arbitration, Consumer Laws, etc. Over a thousand sets of commentary books covering varied subjects including Local Acts and Rules of the North Eastern States also finds place in the Library of the Association.

The Library is pride owner of some of the rare collections from the personal library of Late Hon’ble Mr. Justice N.M. Lahiri, who was also one of the prominent member of our Association, besides books donated by Late Bishnu Ram Medhi, erstwhile Chief Minister of Assam and by Late S.K. Ghose and Late S. C. Das prominent members of our Association.

Association Library have Online Judgment system equipped with Supreme Court Cases (SCC) Online, All India Reporter (AIR) Online, Gauhati Law Times (GLT) Online and Gauhati Law Reports (GLR) Online. Members may get print copies of the judgments on payment of nominal charges.

Fax

The Association has Telefax facility for the use of its members on payment of Charges. The telefax facility has been donated in memory of Late Kaneswar Sharma, Sr. Advocate who was also the Secretary of the Bar Association for the period 1978-80. The telefax number is 0361 2733766

Canteen and Kiosk

The Association runs a basic food counter on the Ground Floor of the New Court Building which serves hot and cold beverages, food at a nominal rate. In addition to the said canteen a separate coffee kiosk and bakery shop on the ground floor provides fresh tea and coffee from vending machines along with variety of cakes and other bakery items, enabling quick meal for the Advocates

Books and Stamp Vendors

The Association have within its premises six numbers of book vendors stocking latest law books and Law Reports on different subjects giving wide choice to the Advocates who want to widen their knowledge base.

Within the premises the Association also have two stamp vendors selling stamp and other postal stationeries.

The Gauhati High Court Bar Association

Established in 1948 on 13th day of June, the inborn name of the Association was ‘ASSAM HIGH COURT BAR ASSOCIATION’. Association was known by this name until 1971-72 when it got its new name as ‘GAUHATI HIGH COURT BAR ASSOCIATION’. The Founder President of the Bar Association was F.A. Ahmed from 1948-49, who subsequently became the President of India. Today, the Gauhati High Court Bar Association is considered to be one of the premier and leading Bar Associations of the Country having membership of around 3376 Advocates including Honorary Members and Life Members.

The Bar Association has produced some of the great Judges, Lawyers and Jurists. This Association has given the Country several Judges of Supreme Court, Chief Justices of High Courts, Judges and Advocate Generals of the seven States of North Eastern Region.The members of the Association played a pivotal role in shaping the destiny of the justice delivery system.
